Outcomes: As with USETI, the initiative will result in trained cadres of Ukrainian professionals to create independent exams and to further sustain the institution of standardized testing. It will mobilize and energize public involvement in the creation and institutionalization of a knowledge assessment system that serves as a reliable tool for every citizen. It will deliver concrete products to be used in laying the legislative foundation for implementation of unified exams for all higher education institutions. Additionally, it will encourage those in the business community to become engaged in the education reform process so that institutes of higher education produce graduates who will help further the economic development of Ukraine.
