In 2005 American Councils participated in the international monitoring of the first implementation of the Unified National Exam. The Unified National Exam was created to provide an open, fair, and merit-based standard for entrance into undergraduate academic programs in Georgia. American Councils brought educational experts from Washington D.C., Kiev, and Moscow to monitor the exam and helped NAEC coordinate the use of additional international observers from Lithuania, Holland and Ukraine.
